Hopefully moderation won't be needed, but a simple method is to
restrict allowed postings to people on the list. Easier to remove spam
that way. As for the tools I have no idea, sorry :(

Sounds like the best way to go, allows discussion for development
as well as a place for people to find licences to suit their needs or at
least groups developing with similar needs.
