It seems like a reasonable idea, but I cannot work actively
on hardware license issues.  I am falling behind on other work.

I am not sure there is any use in BSD-style license, because you may
as well just put the material in the public domain.  It gives
just about the same result.

I don't understand what this would mean.  I don't know what a
"disclosure exhibit" is; the wording seems cumbersome.

But I get the feeling you are envisioning that people would look
elsewhere to find this disclosure exhibit.  That is a very bad idea;
the *full* license of the material should always be included *with*
the material.  Any sort of reference to a license is unreliable, over
time.
