    I had come to the same conclusion; however I'm unclear whether this
    is because the GPL does not cover this point, or whether
    no copyright-based license can.

I think only a lawyer can tell us this.  If making boards
from a description of a picture is covered by copyright, then the
GPL probably does cover it.
